Foreign Office to Chinese Central Railways.

Foreign Office, December 15, 1910. WITH reference to previous correspondence on the subject of the proposed railway from Pukou to Sinyang, ending with the letter from this department of the 26th March last, I am directed by Secretary Sir E. Grey to inform you that His Majesty's chargé d'affaires at Peking has further discussed the question with your representative, Mr. Mayers, who appears to be anxious that too long a time should not be allowed to pass without reminding the Chinese Government of their obligations under the 1899 agreement.

Mr. Max Müller is of opinion that, although on general grounds the moment is not particularly favourable for reviving this question, the particular objections formerly urged by the Chinese Government would seem to have been substantially weakened by the progress made in the matter of the Tien-tsin-Pukou Railway, and that it is unlikely that a more favourable opportunity for endeavouring to advance a step further in the negotiations will occur. He has therefore invited the Wai-wu Pu to move either the Board of Communications or the Directors-General of the Tien-tsin- Pukou Railway to enter into negotiations with Mr. Mayers for a final agreement in regard to this line.
